Vice President Kashim Shettima has assured Nigerians that the country’s economy is on the path to recovery, expressing confidence in a strong economic performance in 2025. In a video shared by Dada Olusegun, Special Assistant to President Bola Tinubu on Social Media, Shettima highlighted the ongoing collaboration with the National Assembly to address critical economic challenges.

“I believe we have turned a corner. Insha Allah, we shall have very robust economic activity in the new year,” Shettima said, expressing optimism about Nigeria’s economic prospects. He emphasized that the economy has already begun to show signs of recovery and that Nigerians will begin to see improvements in the coming months.

While acknowledging the global economic headwinds, including the ongoing Ukraine crisis, the Vice President reassured the public that the government is taking decisive steps to steer the economy toward recovery, promising better times ahead for the nation.





President Bola Tinubu's unwavering stance on advancing controversial tax reform bills has triggered strong criticism from Northern leaders, lawmakers, and political groups, accusing him of bypassing proper consultation and due process.

During his inaugural media chat in Lagos, Tinubu defended the bills, stressing the urgent need to overhaul Nigeria's outdated tax system. Senator Mohammed Onawo, representing Nasarawa South, accused the President of undermining the legislative process. “As a former legislator, the President should understand that bills must undergo thorough legislative scrutiny. Declaring the reforms final without legislative input compromises the integrity of the National Assembly,” he said.

Nigerians have voiced growing frustration over the federal government's failure to deliver on critical promises made earlier this year. These commitments, aimed at mitigating the economic strain caused by policies like the removal of petrol subsidies and the unification of foreign exchange rates, have left citizens struggling with soaring living costs.

One of the most anticipated promises was the suspension of taxes and duties on essential food imports. Cash circulating outside Nigeria’s banking system surged to an unprecedented N4.2 trillion in October 2024, a sharp rise from N792 billion in January 2023. This growth reflects the ineffectiveness of the Central Bank of Nigeria’s (CBN) policies aimed at curbing excess liquidity. Currency in circulation also climbed to N4.5 trillion during the same period, underscoring the increasing reliance on cash outside formal financial channels.

Nigerians’ preference for cash transactions is partly fueled by persistent challenges in accessing money through Automated Teller Machines (ATMs). Many ATMs remain out of service or plagued by long queues, forcing individuals to depend on Point-of-Sale (POS) operators for withdrawals. However, this alternative often comes at a steep price, with fees ranging from 5% to 10% per transaction.

Despite the CBN’s hawkish monetary stance, including frequent increases in the Cash Reserve Ratio (CRR), the demand for physical cash remains unabated. This trend raises questions about the effectiveness of current policies and the need for innovative approaches to address the liquidity crisis and restore confidence in Nigeria’s banking system.

Governors Back State Police as NEC Prepares Final Decision

The creation of state police gained significant traction during the National Economic Council (NEC) meeting chaired by Vice President Kashim Shettima on Thursday. Thirty-six states presented their recommendations, with a majority endorsing the initiative.

Kaduna State Governor, Uba Sani, disclosed this development while addressing State House correspondents. He noted that the council would finalize its position on the matter at the next NEC meeting scheduled for January 2025.

“At today’s NEC meeting, we discussed updates on the creation of state police,” Sani said. “About 35 states have already submitted their recommendations, and the majority are in favor of the establishment of state police in Nigeria. However, the council decided to defer discussions to the next meeting to review a comprehensive report from the secretariat.”

The proposal for state police has been a recurring topic at NEC meetings, with debates intensifying over its potential to address Nigeria's growing security challenges. While states like Kwara, Kebbi, and Adamawa had delayed their submissions earlier in November, recent developments indicate broad consensus among governors.

Sani further explained that the council resolved to conduct additional stakeholder engagements to ensure inclusive decision-making. “The secretariat has agreed on further consultations after the panel deliberations, ensuring a robust framework for the state police initiative,” he added.



Interbank rates have surged in Nigeria’s money market, highlighting the mounting liquidity pressure within the financial system. The short-term benchmark interest rates have continued on an upward trend as banks strive to meet daily funding requirements amidst tightened liquidity.

The liquidity strain has driven local banks, especially tier-2 lenders, to rely more heavily on the Central Bank of Nigeria's (CBN) borrowing window, where interest rates have risen above 32%. This reflects the ongoing challenge for institutions with weaker liquidity buffers.

On Tuesday, liquidity pressures intensified as substantial Open Market Operations (OMO) auction settlements drained the system, overshadowing the ₦101.8 billion inflow from maturing OMO bills. The settlement of ₦1.6 trillion in auctioned OMO bills further exacerbated the liquidity deficit.

Data from Cowry Asset Limited showed that while the Nigerian Interbank Offered Rate (NIBOR) declined across most maturities, overnight rates spiked, signifying acute illiquidity. The FMDQ platform confirmed that the Overnight Policy Rate (OPR) climbed by 0.68% to 32.07%, while the Overnight Lending Rate (O/N) increased by 0.82% to 32.82%

The  Nigeria stock market witnessed fluctuating performance on Thursday as profit-taking across key equities resulted in a marginal decline.

 The All-Share Index (ASI) dipped by 0.06%, closing at 98,114.11 points from 98,174.99 points on Wednesday, erasing N36.90 billion in market capitalization to settle at N59.48 trillion. Despite this, the year-to-date gain remains strong at 31.21%. Profit-taking affected WAPCO (-2.05%), ACCESSCORP (-1.84%), ZENITHBANK (-1.68%), ARADEL (-1.48%), and FBNH (-0.38%). Market breadth was positive at 0.25x, with 34 gainers, 16 losers, and 72 unchanged stocks. Highlights included UPL leading gainers, REDSTAREX topping losers, and fresh 52-week highs for CORNERST, GOLDBREW, and NCR.



The Nigerian equities market ended Tuesday's session slightly bearish as profit-taking reversed gains from the prior day. The All-Share Index (ASI) edged down 0.03% to 97,702.56 points from Monday's 97,733.03 points, reflecting an N18.47 billion loss in market capitalization, which settled at N59.23 trillion.

Nigeria’s federal government is facing increasing backlash from retirees as the struggle to clear a 21-month backlog of pension payments intensifies. Pensioners under the Contributory Pension Scheme (CPS) have expressed frustration over the government’s inability to meet its obligations, despite recent improvements in key economic sectors.
The Office of the Accountant General of the Federation (OAGF) has acknowledged the situation, explaining that pension payments are contingent on the availability of funds. In a recent memo to the National Union of Pensioners, the OAGF confirmed that allocations for the first half of 2024 had been released, but further disbursements remain uncertain, dependent on the availability of resources.
The unpaid pension liabilities have left retirees struggling financially, with many relying on the timely release of funds for basic living expenses. The union has demanded the immediate payment of the 21-month accrued rights from March 2023 to November 2024, as well as the long-overdue pension increments, including the 15% increase promised in 2007, 33% from 2010, and a 20-28% increase expected in 2024

Port Harcourt Refinery Resumes Operations, Fuel Price Drop Expected

The Port Harcourt Refinery has resumed operations, sparking optimism for a potential reduction in fuel prices by December. The Nigerian National Petroleum Company Limited (NNPC) confirmed on Tuesday that the Old Wing of the refinery has begun processing up to 60,000 barrels of crude oil daily.

This milestone is seen as a significant move towards reducing Nigeria’s dependence on imported petroleum products and mitigating the soaring cost of fuel.

Presidential spokesperson Sunday Dare announced via his official X handle that approximately 200 trucks are now expected to load refined products from the facility, underscoring the refinery's pivotal role in meeting local demand.




In 2023, Lagos State emerged as the highest performer in Nigeria’s Internally Generated Revenue (IGR) rankings, generating an impressive N840 billion, a figure far surpassing that of any other state. 
Rivers followed closely with N203 billion, while Ogun State reported N146 billion, reinforcing the success of these states in building strong revenue generation structures. 
Delta and Kaduna states were also notable contributors, with IGRs of N99 billion and N62 billion, respectively.
Despite the impressive performances from these states, the data also highlights a concerning trend in Nigeria’s fiscal landscape. While a few states continue to show strong fiscal health, a significant number of states are struggling to generate sufficient local revenue. Edo, Oyo, and Kwara states brought in N59 billion, N51 billion, and N48 billion in IGR, respectively, signaling a gap in their revenue-generation capacities


Dangote Refinery has resumed the purchase of crude oil from the United States to ramp up refining capacity and production.
According to a Bloomberg report on Wednesday, the cargo conveying two million barrels of WTI Midland crude from Chevron Corp. is due to be delivered to the refinery next month.
The new purchase comes after a three-month hiatus in purchasing crude from foreign countries, focusing instead on domestic supply.
The latest development may be an indication that the naira-for-crude deal by the federal government may have stalled or that the refinery is not getting enough crude supply from the Nigerian National Petroleum Company Limited.
Dangote refinery purchased its first shipment of US oil after a hiatus of three months as the site continues to ramp up production.
“The plant purchased about two million barrels of WTI Midland crude from Chevron Corp.,” the report said

In a bid to ensure that illegal fund managers are not allowed to fleece unsuspecting Nigerians of their hard earned funds, the Securities and Exchange Commission is introducing an express prohibition of Ponzi/Pyramid Schemes and other illegal investment schemes.

These and others are contained in the Investments and Securities Bill (ISB) 2024 currently before the National Assembly.

The Bill proposes that promoters and operators of any entity engaged in a prohibited scheme commits an offence and is liable on conviction to a penalty of not less than N20,000,000 or imprisonment to a term of 10 years or both.

In his opening remarks at the Public Hearing held Thursday in Abuja, President of the Senate, Senator Godswill Akpabio, said the Investment and Securities Bill 2024 is not merely a legislative document; but a beacon of hope for the nation's economic landscape


At the 2024 International Financial Inclusion Conference, Central Bank of Nigeria (CBN) Governor highlighted financial inclusion as the “fulcrum upon which Nigeria’s economic growth rests,” signaling its critical role in transforming the nation into a $1 trillion economy. Speaking to a gathering of policymakers, international partners, and financial leaders, the Governor stressed that integrating millions of unbanked Nigerians into the formal financial system would unlock widespread economic benefits.

“Financial inclusion isn’t just a financial matter; it’s foundational to our national development,” the Governor declared, citing statistics from a recent survey revealing that 26% of Nigerian adults are financially excluded. This gap, he noted, constrains individuals and businesses from accessing essential services like credit and insurance, thereby stifling economic growth.

To address these barriers, the CBN has implemented ambitious policies through its National Financial Inclusion Strategy, launched in 2012. Recently, it introduced new minimum capital requirements for banks to strengthen their ability to serve underserved communities. “A well-capitalized banking sector is critical for supporting the MSMEs that form the backbone of our economy,” he said, emphasizing that MSMEs create over 80% of jobs in Nigeria but often lack access to the credit necessary for expansion.

The Governor also highlighted digital financial services as a game-changer, allowing millions in rural and underserved areas to access financial services via mobile technology. This, he noted, is especially impactful for women and youth, who are disproportionately excluded from formal finance but show high potential for entrepreneurial contributions.

Ending his address with a call to action, the CBN Governor commended the efforts of financial inclusion partners and underscored the need for continued collaboration across sectors to ensure that Nigeria’s growth is inclusive and far-reaching


NDIC Begins Sale of Heritage Bank’s Properties to Fund Liquidation Dividends for Uninsured Depositors

In a move aimed at ensuring a swift declaration of liquidation dividends to uninsured depositors, the Nigeria Deposit Insurance Corporation (NDIC) has initiated the sale of Heritage Bank’s landed properties and chattels.

This sale follows the NDIC’s authority under Section 62 (1)(d) of the NDIC Act, 2023, granting it powers to liquidate failed banks. The exercise follows an earlier sale of the bank’s assets in leased locations across Nigeria. Commencing December 4, 2024, the sales will span 36 locations and employ a competitive bidding process to maximize asset recovery, thus facilitating compensation for eligible claimants.
To prioritize financial inclusion, the NDIC will favor financial institutions that bid at top prices and can continue financial services at these properties. However, the auction remains open to all qualified corporate bodies and private individuals, ensuring transparency and fair competition.
Prospective buyers are invited to inspect the assets beforehand, with a required 10% bid security deposit for sealed bids, submitted at designated NDIC offices in Abuja, Lagos, Bauchi, Kano, Enugu, and Port Harcourt.


President Bola Ahmed Tinubu's N200 Billion Intervention Fund Programme: A Boost to Nigeria's Industrial Sector

Since assuming office, President Bola Ahmed Tinubu has taken significant steps to bolster Nigeria's industrial and manufacturing sectors. One of the key initiatives is the N200 billion Presidential Intervention Fund Programme, aimed at supporting micro, small, and medium scale enterprises (MSMEs) and manufacturing companies. The fund is divided into three components: the Presidential Conditional Grant Scheme (PCGS), the FGN MSME Intervention Fund, and the FGN Manufacturing Sector Fund. The FGN MSME Intervention Fund offers loans of up to N1 million to at least 75,000 beneficiaries, while the FGN Manufacturing Sector Fund provides support to eligible manufacturing businesses with loans of up to N1 billion


Nigeria's external debt service obligations have risen sharply, reaching US$1.1 billion in the first quarter of 2024, a 40% year-on-year increase. 
This surge in debt servicing costs has raised concerns among economists and financial experts, who warn of the growing financial strain caused by the country's rising external debt and the steep depreciation of the Naira.
The breakdown shows that US$288 million of the debt service went toward market debt, while US$832 million was allocated to non-market debt, primarily loans from multilateral and bilateral lenders.
 The increase is largely attributed to principal repayments amounting to US$679 million, with US$551 million directed to multilateral lenders and US$128 million to bilateral lenders.
In local currency terms, the US$1.1 billion in debt service payments translates into N1.49 trillion, surpassing the federal government’s Q1 2024 revenue of N1.37 trillion. This has resulted in a concerning external debt service-to-revenue ratio of 108%

Labour Warns FG of Imminent Unrest over Fresh Petrol Price Hike

On the heels of the recent unprecedented hike in the pump price of Premium Motor Spirit (PMS), the organised Labour on Wednesday, frowned at the latest hike, saying it was over-stretching Nigerians.
It advised the government to be wary of the silence of Nigerians in the midst of excruciating hardship and misery being inflicted on them, saying even a goat can bite when pushed to the wall.
This is even as an employer group, the Chemical and Non-Metallic Products Employer’s Federation, CANMPEF, said the petrol price increases, occasioned by subsidy removal, had led to an increase in transportation/logistics, production costs, the decline in household income and purchasing power.
Labour’s warning came on a day the Independent Petroleum Marketers Association of Nigeria, IPMAN, said its members wait for days to load petrol from Dangote Refinery in Lagos, despite paying N40 billion to the Nigerian National Petroleum Company Limited, NNPCL

FG Announces Plan to Increase Value-Added Tax (VAT) Rate to 15%



In a move aimed at boosting local revenue mobilization and strengthening public finance buffers, the Federal Government of Nigeria has announced plans to increase the Value-Added Tax (VAT) rate from 7.5% to 15%. This significant hike is part of a broader effort to address the country's low revenue profile and improve tax compliance, particularly in the area of company income tax.

According to a document prepared by the Ministry of Finance, the government intends to "progressively increase the VAT rate from 7.5% to 15%." This move is expected to help Nigeria achieve an 18% tax-to-GDP ratio, which is the average across major economies in Africa. Currently, the country's tax-to-GDP ratio stands at 10%, one of the lowest in the Sub-Saharan Africa region.

The planned increase in VAT rate has been a topic of discussion for several months, with rumors circulating about a potential hike. In September, the Minister of Finance, Wale Edun, denied plans to increase the VAT rate to 10%, following criticism from Nigerians, including former Vice President Atiku Abubakar.

However, the latest announcement confirms that the government is moving forward with its plan to increase the VAT rate. The World Bank has also advised the federal government to raise the VAT rate to increase non-oil revenue and strengthen fiscal resources.



Telcos Threaten to Disconnect Banks from USSD Services Over N250bn Debt

The CEO of MTN Nigeria, Karl Toriola, has warned that telecommunication companies (telcos) may disconnect banks from the unstructured supplementary service data (USSD) platform due to a debt of N250 billion. USSD, also known as quick or feature codes, is a global system for mobile communications (GSM) protocol used for financial transactions. The debt has been accumulating since 2019, and telcos have been seeking a tariff adjustment to reflect the realities of the economy.

Toriola stated that the debt has become unsustainable for the operators and may lead to a disconnection of banking services on the USSD platform, subject to regulatory approval. He expressed optimism that the Central Bank of Nigeria (CBN) and the Nigerian Communications Commission (NCC) would resolve the impasse soon.

The telecom sector is facing a critical situation, with MTN and other operators struggling to maintain profitability due to naira devaluation, inflation, and rising costs. Toriola warned that if the government does not approve a tariff adjustment, the company may shut down, and the industry may collapse.


FG, States, LGs Share N1.298trn September Revenue



The Federal Government, States, and Local Government Councils have shared a total sum of N1.298 trillion for the month of September 2024. This revenue distribution was announced at the October 2024 meeting of the Federation Accounts Allocation Committee (FAAC) in Abuja.

According to the communiqué issued by FAAC, the total revenue of N2.258 trillion was available in September 2024. However, total deductions for cost of collection, transfers, interventions, and refunds amounted to N878.946 billion, leaving a net distributable revenue of N1.298 trillion.

The breakdown of the distribution shows that the Federal Government received a total sum of N424.867 billion, while the State Governments received N453.724 billion. The Local Government Councils received N329.864 billion, and a total sum of N90.415 billion (13% of mineral revenue) was shared to the benefiting States as derivation revenue



In a bid to protect its residents from the scourge of preventable diseases, the Lagos State Government (LASG) has launched a massive immunization drive in partnership with the United Nations Children's Fund (UNICEF). The campaign, which kicked off on October 19th, aims to immunize 18 million Lagos residents against measles, yellow fever, and other vaccine-preventable diseases.

According to the Permanent Secretary, Lagos State Primary Healthcare Board, Abimbola Bowale, the goal of the exercise is to achieve herd immunity by ensuring that at least 95% of the eligible population receive the measles vaccine and 80% receive the yellow fever vaccine. He emphasized that the activities are not merely operational tasks but life-saving interventions that contribute to the health and well-being of future generations.

The State Immunization Programme Coordinator, IPC for Lagos State Primary Healthcare Board, Adetola Akinpelu, noted that the outbreaks show an immunity gap in the community, which the state-wide immunization activity aims to close while ramping up routine immunization processes in the states.

UNICEF Social and Behavioural Change Specialist, Aderonke Akinwole, said the fund intends to employ the help of journalists to combat myths through credible and easy-to-understand content, which will promote and increase vaccine trust and acceptance. She noted that measures are in place in collaboration with the Lagos State Government to deploy qualified personnel, potent vaccines, and other equipment to ensure the success of the exercise.


The compulsory taxpayer identification number (TIN) for individuals in Nigeria has sparked intense debate ¹. Individuals and business entities chargeable under different conditions as prescribed by the government are required to have a TIN ¹. The TIN is a dynamic consecutive set of numbers generated electronically to all forms of taxpayers, made up of individuals and corporate bodies ¹.
