In Basti, down NH-28 on the way from Lucknow to Gorakhpur, the district hospital has a 10-bed intensive care unit (ICU) supposedly reserved for patients stricken with encephalitis, an acute inflammation of the brain that is often the effect of a mosquito-borne disease. On August 13, at 8 am, there were six patients occupying beds. Hospital staff slept on the empty ones. Ram Prakash, the supervising doctor, said the ICU had only one ventilator and that too wasn’t functioning. “All critical encephalitis patients,” Dr Prakash said, “are being referred to the BRD Medical College hospital in Gorakhpur.”
