MOHALI:

A gym was functioning out of the basement of the building and two other floors of the building, while the top two floors housed paying guests, they added.

Preliminary investigation suggests that the building started tilting as an excavator machine started digging on the adjacent plot, police said. The building and the plot were both owned by Parwinder Singh and Gagandeep, who were later booked by the police.

The owners of the building started digging late on Friday evening without taking precautionary measures or seeking permission from the Mohali Municipal Corporation, police said.
