The horrific incident happened at Black Friar Court in Salford on Sunday evening.
Greater Manchester Police (GMP) said they were called to reports a 57-year-old man had fallen from a balcony of at the block. He was rushed to hospital where he was pronounced dead.
A murder investigation has been launched with a 37-year-old man and 40-year-old woman in custody after being arrested on suspicion of murder.
GMP say the man fell from the fourth floor, but several witnesses and residents at the block say the man fell from the third floor of the 15-storey block on St Simon Street.
One man, who gave his name as Jay, who says he witnessed the tragic incident, told the Manchester Evening News he walked through the pedestrian gate on Blackfriars Road last night where he could see the man holding onto the ledge, 'hanging' and 'dangling down' from the balcony of a flat on the third floor of that side of the building.
He estimates he was there for around 30 seconds before he saw the man plunge to the ground, landing with a 'thud.
