It is part of a £ 10 million package for both Libya and earthquake-hit Morocco, where rescuers from the UK were last night still treating the wounded. 

Around 11,500 people were killed when two dams burst in the wake of storms, washing away swathes of the port city of Derna – but the city’s mayor has warned the total could reach 20,000.
