The Labour supremo, fresh from triumphing in this month's elections, has already held a meeting with council chief executive Tracey Lee to discuss the situation regarding the stalled 12.7 million regeneration of the city centre thoroughfare.
Cllr Evans is unable to say more until he officially takes control of the authority on Friday. He has already vowed to launch a cost-of-living action plan to help struggling families and have it ready within 100 days of being in power.
