Cllr Andy Lugger said he understands Plymouth City Council has not yet started forfeiture proceedings against Sutton Harbour Group (SHG), despite this being threatened for more than a year.
The council said it is still looking at ways of gaining control of the 113acre site but Cllr Lugger, leader of its Conservative group, is concerned the airport land will be lost for aviation use forever. A five-year-long protection for aviation operations expires in March this year.
Cllr Lugger said: "The sands of time are running out."
