Thoker was the second government official to be killed in J&K in 24 hours after terrorists shot dead Kashmiri Pandit clerk Rahul Bhat in Budgam a day earlier.
An officer said Riyaz became the latest victim of terrorists targeting off-duty policemen — in their homes, or when they were out shopping. Around two dozen policemen have lost their lives in targeted killings since last year.
The terrorists fired several rounds at Thoker from a close range. He was taken to the Pulwama district hospital and then shifted to Srinagar's military hospital, but couldn't be saved.
