The November edition carries the concluding part of the article on the formulation and implementation of national development plans which calls for effective institutional framework and political commitment. As Ghana is preparing a 40-year National Development Plan, it is hoped that the effectiveness of the country’s planning machinery will be enhanced. But after five years, these expectations are dimmed. The better living conditions, jobs and good infrastructure that they had expected are yet to materialise.

The interview with Hamad Buamim, the President and CEO of Dubai Chamber of Commerce, is revealing. Business and trade between Dubai and Africa is booming and the trend will continue. Dubai has adequately prepared to do good business with the continent and reap gains. But businesses in Africa are not well prepared to gain from the relationship.
