The November edition carries the concluding part of the article on the formulation and implementation of national development plans which calls for effective institutional framework and political commitment. The Bank of Ghana is expected to issue Ghana’s first Islamic banking licence by the end of this year. But after five years, these expectations are dimmed. The better living conditions, jobs and good infrastructure that they had expected are yet to materialise.

Dubai has adequately prepared to do good business with the continent and reap gains. But businesses in Africa are not well prepared to gain from the relationship.
