‘Gems and Jewellery Industry Lacks Proper Training Network in India'
Bureaucracy Today|November 16-30, 2016

The Government and the Ministry of Skill Development and Entrepreneurship have taken several skill development measures such as the Pradhan Mantri Kaushal Vikas Yojna (PMKVY) and created a benchmark at the national level for skilling in India. However, artisans in the gems and jewellery industry who contribute majorly to the jewellery creation process lack certifications and are struggling to make their both ends meet. In a conversation with Bureaucracy Today, Binit Bhatt, Chief Operating Officer of the Gem and Jewellery Skill Council of India, talks about skills in this industry.

‘Gems and Jewellery Industry Lacks Proper Training Network in India'

What role does skill development play in the gems and jewellery sector?

The Gem and Jewellery Skill Council of India (GJSCI) has been relentlessly contributing towards Prime Minister Narendra Modi’s Skill India programme and taking several measures to nurture the 3.5 million strong skilled, yet uncertified, labour force of the industry. Identified as one of the priority sectors by the Government, this industry contributes 6% to 7% of the nation’s GDP and according to the National Skills Development Council and the ICRA it is expected to grow by 100% in terms of manpower requirement. The industry will have job openings for another 2.5 million candidates by 2022. On the other hand, the unstructured nature of the industry where artisans who contribute majorly to the jewellery creation process have inherited skills, possess no certifications and ironically live quite a lacklustre life with everyday struggles to make their both ends meet in the otherwise glamorous industry.

We at the GJSCI believe that skilling is the only way of making this industry sustainable. One may purchase the most advanced machine to achieve the highest efficiency but that machine is of no use if the skill of operating it is not developed in artisans. The core operation of the gems and jewellery industry is about creating concepts, engineering jewellery pieces and marketing them to the right audience. Therefore, you can see that skill is required at every point in this business.

Why is there a need for skilled manpower and opportunities for career growth in the gems and jewellery domain?

has bureaucracy failed modi?

the ambitious swachh bharat abhiyaan, which was officially launched on october 2, 2014 amid much fanfare with prime minister narendra modi himself cleaning the road with a broom at rajghat in new delhi, was seen as a harbinger of change which would influence the behaviour of millions of indians who are notoriously known for dumping their wastes in public places. for months, bureaucrats wielding the broom also continued to dominate the media space. however, over two years since the campaign was launched, the cleanliness zeal, it seems, has taken a backseat. a reality check done by bureaucracy today in shastri bhawan in lutyens’ delhi which houses major central ministries indicates that those in the corridors of power are not readying themselves to become part of a new, clean and swanky india.

can cag audits be more innovative and transformative?

audit, if used properly, can become an effective aid to administration. the thumb rule is that audit must essentially capture the other side of the coin of governance. a responsive, relevant and responsible audit can only complement, supplement, support and strengthen quality governance. right audit themes, analysis and outcome can help administrators conduct a swot analysis of their strengths and weaknesses, providing deeper insights on missing issues to evaluate and take a midcourse corrective and preventive action, and help the government refocus to derive the planned outcome from projects and schemes.

Should You Buy Your Dream Home Now?

The RERA or the Real Estate Regulation Act has finally become a reality. Though there are still plenty of hiccups and it will obviously take some time for the industry to absorb all the facets of the Act, it should be kept in mind that the RERA is a process, not an event. Meanwhile, the foremost question in property buyers’ minds is - should they wait until the RERA process is streamlined, or can they go in for home purchase now?
