The gangmen repairing a section of the tracks near Muzaffar nagar in Uttar Pradesh thought they had enough time to bolt back a section before an incoming passenger train arrived.
They were wrong. The HaridwarKalinga Utkal Express, hurtling along at over 100 kmph, shot off the tracks near Khatauli station. Some of the 14 coaches climbed on top of each other in a sickening orgy of steel, killing 23 passengers and injuring 70 others.
That was on August 19. Just four days later, eight coaches of the Kaifiyat Express skidded off the tracks near Kanpur. There were thankfully no casualties. Facing flak, railways minister Suresh Prabhu offered to quit, but the bigger problem is how the Indian Railways’ creaky infrastructure is defying his attempts to reform it. The network has seen no real investment in infrastructure or technology, though in a significant safety initiative, in the past two years, 4,155 unmanned level crossings (ULC) have been manned, and the target is to have no ULCs by 2019. After derailments, ULCs have been the second biggest cause of rail accidents.
