Climate change presents a unique challenge for coastal cities. In this regard, Riya Rahiman and Raina Singh highlight TERI’s study on ‘Climate Resilient Infrastructure Services’ in two Indian coastal cities—Panaji in Goa and Visakhapatnam in Andhra Pradesh. This year-long study was supported by USAID as part of their Climate Change Resilient Development (CCRD) project.
With more than 50 per cent of the world population residing in urban areas, urbanization is one of the most pertinent developmental challenges today. With the unprecedented rate of urbanization, cities are also constantly combating emerging impacts of climate change, such as rise in temperature, changes in precipitation patterns, and climate-induced extreme events. The impacts of climate change are further compounded in cities with poorly built structures and infrastructure and lack of access to services, thereby, increasing their vulnerability. As urban systems are interlinked, in the event of climate-induced extreme events, the damage and destruction of infrastructure leads to the complete breakdown of the urban systems.
Hazards of Climate Change for Coastal Cities
Climate change presents a unique challenge for coastal cities. The direct physical risks that coastal cities are exposed to due to climate change are sea level rise, increase in frequency and intensity of tropical cyclones, increase in heavy precipitation events, increased frequency of extreme heat events, and increase in drought-affected areas. As climate change poses additional challenges for coastal cities there is a need to adopt climate-resilient planning and direct the focus on developing climate-resilient urban systems. Cities in the coastal regions are exposed to additional risks of flooding due to sea level rise and high intensity storms. Hence, it is imperative that climate action in coastal cities be prioritized and efforts be directed towards climate-resilient planning of coastal cities.
