Nearly 750,000 passengers were disrupted when flights were grounded last August 28 after National Air Traffic Services hit a technical glitch.
An inquiry interim report found there does not appear to have been "any multi-agency rehearsal of the management of an incident of this nature" although practices are "regularly conducted in other sectors".
The report by the Civil Aviation Authority regulator added: "There is a significant lack of pre-planning and coordination for major events."
