The convoy of cars was hit in the early hours as people were preparing to travel to the Russian-occupied part of the region near Zaporizhzhia to pick up their relatives and take them to safety. Another 28 people were said to have been wounded in the strike.
"The enemy launched a rocket attack on the outskirts of the regional centre," Zaporizhzhia regional head Oleksandr Starukh said on social media, calling it "another terrorist act" by Russia.
He posted images of burned-out vehicles and bodies lying in the road.
