After the completion of the general election for the formation of the 15th Haryana Legislative Assembly, the first session of the newly constituted State Legislative Assembly was called by the Governor of Haryana, Bandaru Dattatreya, on Friday, 25 October, in which the newly elected members of the Legislative Assembly were administered the oath of office and/or affirmation by the Acting (Pro-tem) Speaker Dr. Raghubir Singh Kadyan, specially appointed by the Governor, after which the House unanimously elected Harvinder Kalyan, who became the BJP MLA for the third consecutive time from Gharaunda Assembly Constituency of Karnal District, as the Speaker of the Legislative Assembly.

Indefinite Adjournment of Assembly Session Violates Parliamentary traditions

Dr. Krishan Lal Midda, who was elected from the seat for the third consecutive time on a BJP ticket, was elected Deputy Speaker of the Assembly. After the above proceedings were completed, the Haryana Assembly was adjourned indefinitely by Speaker Harvinder Kalyan.

Meanwhile, parliamentary affairs expert Hemant Kumar, raising a point, said that he is extremely surprised as to why the Governor's address was not given in the first session of the newly-formed 15th Haryana Assembly, which is not only inevitable according to the parliamentary traditions that have been going on for years and decades but is also mandatory according to Article 176 of the Constitution of India. This article clearly states that the Governor will address the Legislative Assembly (or both Houses assembled together in case of the Legislative Council) at the beginning of the first session after each general election to the Legislative Assembly and at the beginning of the first session of each year and will state the reasons for calling a session of the Legislative Assembly (or Legislature).
