Continuing to voice concerns over e-commerce players like Amazon, Union Commerce Minister Piyush Goyal on Friday alleged that online retailers have not "entirely" followed foreign direct investment laws of the country.

Adding a new dimension to the debate, the minister said consumers should "think" about who benefits from their purchases and take lessons from the debate he has started.
