New legislation to revitalise Peru's film industry has been proposed after the makers of the British comedy Paddington in Peru chose Colombia as the filming location for the section of the movie in which the bear finally returns to his home country.

The initiative, put forward by rightwing lawmaker Adriana Tudela, cited the "lack of incentives and the high number of national and local bureaucratic barriers to filming in Peru" as the reasons the country was not chosen for the third Paddington movie.

But the proposal has sparked outrage among Peruvian filmmakers because it would cap subsidies for Indigenous and regional filmmakers and reverse positive discrimination enshrined in an existing law.

Tudela's bill sets a 50% cap on state incentives for the cost of production of national films, a move industry insiders describe as an attack on cultural diversity that would cripple the country's award-winning Indigenous cinema.
