Developers who recently unveiled plans for three tall towers at Shepherds Wharf, in Coxside, said a preassessment has revealed the "potential Napoleonic prison use of the site".
Previous development of the area saw the excavation of a mass grave of 19 people near the entrance of where the Premier Inn (Sutton Harbour) is now situated.
Martin Read, a maritime archaeologist, is hoping a further dig can be carried out on the land at Shepherds Wharf, prior to any further development of the area.
Britain and France were at war from 1789 and hundreds of captured French prisoners of war were initially held in decommissioned warships.
The men that died were buried in various unmarked plots in Plymouth, with no ceremony or coffin and it is possible that Shepherds Wharf could have been a location for mass burial.
