Grand corruption, the theft of Sri Lanka’s national wealth by kleptocratic leaders and their cronies is again in the public eye following the elevated civic consciousness after the aragalaya that overthrew a government. The amounts pilfered by politicians and their cronies is anyone's guess given that most of this wealth is stashed away overseas.

However in the last decade or more attitudes have changed with the growing view of corruption as one of the main causes of poverty. Global institutions including NGOs that offer practical help to track down the loot have emerged. Most notable among them is the joint UN-World Bank project, the Stolen Asset Recovery Initiative.

National legal regimes too are evolving. Even within a country a criminal prosecution must prove beyond reasonable doubt before action for asset recovery can commence. This is a difficult task. However several countries have introduced a system called non conviction based recovery where you go after the property, and not the perpetrator. Anyone unable to provide a plausible explanation risks having the assets confiscated for good after an investigation.
In our December issue a panel of experts discuss the future of corruption and how Sri Lanka should get about recovering stolen assets in the country and overseas.
