Tugade was asked during the Senate Committee on Public Services’ inquiry about his position on the Upper Chamber’s resolution appealing for the suspension of the full implementation of the cashless toll collections.
The DOTr secretary recalled that the agency has previously extended the period of installation of RFID stickers and deferred the implementation of its department order from November 2 to December 1.
He said he also gave an instruction not to remove cash booths and implement apprehensions and penalties.
