BEMELMANS BAR IS the city's most famous marriage of permanent art and stiff drinks. Is Manhattan ready for another such spot? Eleven Madison Park's chef and owner, Daniel Humm, is betting on it with Clemente Bar (11 Madison Ave.; clementebar.com), which opens this month and will be, he hopes, more attractive to spontaneous visitors than his tasting-menu restaurant. "If we can create a space where people can drop in and out more, that would be an amazing thing," Humm says.
