The Home Office says it costs too much to calculate how many of those who withdrew from the process or were refused the right to remain had left the country.
A migrant's asylum application will count as withdrawn if they stop responding to letters.
The figures, seen by the Daily Express, show that between 2004 and 2021, 44,084 people claimed asylum then stopped contacting the authorities.
Some 233,832 people were finally refused permission - including after all their appeals were exhausted or withdrew from the process.
