He plans to boost funds by 1% a year over the course of the next parliament.
And following his Commons statement, Mr Hunt said: "This is a Budget that will grow the economy. Delivering better public services people will have to wait less to see a doctor, get their cancer scans back more quickly.
"And also brings down taxes, which will fire up the economy."
The Chancellor was speaking during a visit to a Selco builders depot in south-east London with Rishi Sunak where they enjoyed a cuppa and biscuit.
Mr Hunt said there was a need for a "more productive state not a bigger state".
He added: "I am keeping the planned growth in day-to-day spending at 1% in real terms.

"But we are going to spend it better. So today I am announcing a landmark public sector productivity plan that restarts public service reform and changes the Treasury's traditional approach to public spending."
