VICTIM support groups are reaching breaking point and could be forced to cut staff, ministers are warned today.
Baroness Helen Newlove, the Victims' Commissioner, said services are facing frozen budgets as caseloads rise.
She told the Mirror: "Victim services have repeatedly, over the years, been asked to do more with less."
