Eamonn Boylan - outgoing chief executive of the Greater Manchester Combined Authority (GMCA) - said one of his missions was to bring 'high quality, high skilled, high paid jobs' to the area.
And speaking at the MIPIM global property festival on the French Riviera, he said Greater Manchester's pioneering devolution deals meant the city region was leading the way in attracting global investment.
Mr Boylan joined a panel discussion on the Future of Devolution for Greater Manchester, where he was asked about the city region's investment and growth zones that were revealed in January.
