Shona Robison was speaking as the Government Expenditure and Revenue Scotland (Gers) figures showed a net fiscal deficit of £22.68bn in 2023-24, compared to just over £18bn the previous year.
Published on Wednesday, the figures showed the deficit as a proportion of GDP increased from 8.4% to 10.4%.
