Frustrations with the system have been felt by both parents making payments and those receiving them, the work and pensions committee said.
Some have been "pushed into poverty by the unaffordability" of payments while others have described "ineffective and slow enforcement", a report published on Thursday said.
The committee said the Child Maintenance Service (CMS) can play a vital role in lifting children out of poverty, as it noted the poverty rate of young people in the UK's 2.3 million separated families is higher than for that of children in couple parent families.
