KAKINADA District Collector Shan Mohan Sagili clarified that the controversial Stella L Panama cargo ship cannot be seized due to legal constraints, following inspections triggered by allegations of illegal export of Public Distribution System (PDS) rice.

The ship, which arrived at Kakinada Deep Water Port from Haldia on November 11, was scheduled to sail to Cotonou, Benin, by mid-December. After reports of illegal PDS rice export, the district administration conducted inspections. Deputy Chief Minister Pawan Kalyan, who visited the ship on November 28, called for its seizure, prompting officials to investigate further.
