MoT exemption The FBHVC has recently issued a press release regarding the new self-declaration process to be carried out as part of annual licensing by the DVLA. The crux of it is that, should the keeper of a qualifying vehicle not wish to submit the vehicle for an MoT test, by making the declaration you are confirming that the vehicle is at least 40 years old and has not been substantially changed in the previous 30 years.
