The November edition carries the concluding part of the article on the formulation and implementation of national development plans which calls for effective institutional framework and political commitment. As Ghana is preparing a 40-year National Development Plan, it is hoped that the effectiveness of the country’s planning machinery will be enhanced. Public expectations of the 2016 budget are as high as the political and economic stakes in Ghana. Individual citizens, groups and external donors expect the government to use the new budget to work magic to solve the myriad socio-economic problems.
The Bank of Ghana is expected to issue Ghana’s first Islamic banking licence by the end of this year. This will bring Small and Medium Enterprises some relief as SMEs will access credit without having to borrow at high interest rates. Many Ghanaians celebrated the commencement of the production of oil in commercial quantities with great expectations that the oil would improve the economy. But after five years, these expectations are dimmed. The better living conditions, jobs and good infrastructure that they had expected are yet to materialise.
The interview with Hamad Buamim, the President and CEO of Dubai Chamber of Commerce, is revealing. Business and trade between Dubai and Africa is booming and the trend will continue. Dubai has adequately prepared to do good business with the continent and reap gains. But businesses in Africa are not well prepared to gain from the relationship.
