Now that the Citizenship (Amendment) Bill, 2019 has been turned into a piece of legislation after it was passed by the President of India barely few weeks ago, there was an impression among some section of people that in Assam, especially in the Brahmaputra valley that the spontaneous mass agitation against the Citizenship (Amendment) Act (CAA) will end. But, given the ongoing protest, it seems the agitation is rather going to be a prolonged one. Yes, they have made it clear that the protest will continue till the CAA is rescinded.

But the leaders of the All Assam Students’ Union (AASU) which has been leading the movement has asserted that they will carry out protest and ensure that it does not take the form of violence and disrupt the normal life of people as well as the educational career of the student community. Significantly, they have also asserted that there will be no protest after sunset. Undoubtedly, it has been a well-considered decision. The AASU General Secretary Lurin Jyoti Gogoi observed that the people of Assam are in “dire need of a political alternative”. If today, the indigenous tribal and Assamese communities in Assam are palpably peeved at the incumbent government in the Centre it is primarily because of two reasons. One cause is the CAA that seeks to grant citizenship to all the persecuted Hindu Bangladeshi migrants up to December 31st 2014.

And, the other reason is the alleged shilly-shallying on the part of the centre in implementation of Clause 6 of the Assam Accord, 1985 concerning constitutionally safeguarding the identity, language and culture of the indigenous people in the state. Had it meanwhile been put to execution, today the prevailing situation could have presumably been less volatile.
