Shekhem Manning-Egeonwon, 20, was held after a worried mother told police that a man had been following her for five months as she took her child to school in North London.
The victim, who is in her 30s, identified Manning-Egeonwon. He was detained on suspicion of stalking last September.
But while he was being arrested, another woman, in her 40s, approached officers telling them that she too was being followed by him.
