People familiar with the matter said that the Congress is likely to release its Rajasthan manifesto on November 20. If cleared, Rajasthan would be the first state to have such a law.
"The Congress is promising a law guaranteeing purchase of crops on the MSP, and if anyone purchases below the MSP, legal action will be initiated," a senior leader familiar with the development said, requesting anonymity.
He added that the law is being planned on the basis of the recommendations made by the National Commission on Farmers, which constituted on November 18, 2004 under the chairmanship of Professor MS Swaminathan.
"What the Congress promised is a revolutionary step in the agriculture sector, and this was also recommended by the Swaminathan commission. The law would double the income of farmers...."
