The deceased were identified as IRB officer Henminlen Vaipei (38) and driver Thangminlun Hangsing (26), from Leimakhong Mission Veng and Hunkho Kuki villages in Imphal West district, the officer added.
Local residents said that the two men left their homes on Monday to repair a road.
