Call to means test child benefit and cut kids in poverty

IRELAND needs a means-tested child benefit system to take more than 40,000 kids out of poverty, it has been claimed.

It would help 100,000 households and cost €700million a year, the Economic and Social Research Institute said ahead of next month's Budget.

It has called for the overhaul of the child benefit system by introducing means-tested second-tier approach.
