Sarah Hughes, who runs the Smokers Corner at Bolton Market, told the M.E.N. it was her 'good luck charm' and that she's had it since she was a child.
Bolton council has now asked her to removed it.
Inspired by a caricature which originated in the United States, the doll is widely considered to be racist. The figure is best known as the character 'Golly, which was used as a mascot for Robertson's jam until 2001.
"It's my good luck charm, I've had it for 30 years," Sarah told the M.E.N. "It has been with me everywhere through everything. I had it as a child and I've kept it and it has always been with me.
