Pupils in the South are expected to receive more high grades than those elsewhere when the results are published on Thursday.
But Schools Minister Catherine McKinnell said: "While this is a moment to celebrate, I am deeply concerned about the inequalities in our education system.
"We know this week's results are likely to show the same regional disparities that we have seen time and time again, with London and the South East storming ahead of their peers in areas such as the North East, North West, and Yorkshire and the Humber."
A review of the national curriculum will look for ways to close the gap and ensure pupils have a fair chance of success regardless of where they live or parental income.
