Justice KM Joseph, who is heading the Constitution bench, pointed out that while there were only 10 CECs appointed between 1950 and 1996, in the past 26 years post-Seshan, there have been 15 CECs. “The situation is the same whether it is a UPA or NDA government,” the bench said.
