The 45-Hayuliang (ST) Assembly Constituency had fallen vacant after its long time legislator and former Chief Minister of Arunachal Pradesh Kalikho Pul allegedly committed suicide on 9 August, 2016. Consequent upon that the Election Commission of India notified for a bye-election to fill up the seat. The polling was held on 19 November while the counting and results were declared on 22 November. The third wife of Late Kalikho Pul was chosen by the family to stand for continuation of the late leader’s legacy. The North East Democratic Alliance (NEDA) camp who are in power in the state thus made Dasanglu Pul their candidate. In Arunachal Pradesh the NEDA government comprises the People’s Party of Arunachal (PPA) and the BJP. Pul was given the BJP ticket, though in the NEDA dispensation PPA is the larger of the two parties constituting it.
The bye-election for the 45-Hayuliang (ST) Assembly Constituency turned out to be a fight on many aspects rather than for simply filling up the vacancy left by Late Kalikho Pul.Basically, it was a straight fight between the wife of a former Chief Minister on one side and the wife of a chief engineer on the other side. It was also the first election for the NEDA government in the state and as such a litmus test for the incumbent Chief Minister. On the ground at Hayuliang, it was a fight for Smti.Dasanglu Pul to continue her late husband’s legacy and on the other hand Smti.Yompi Kri had stepped in to fight in place of her husband Er.Lupalum Kri whose nomination as the Congress candidate was rejected as his voluntary retirement was not accepted by the state government. Er. Lupalum Kri was a chief engineer in the Public Health Engineering and Water Supply Department of the Government of Arunachal Pradesh.
