Penny converted his own first-half try and kicked a penalty in the second. But despite those efforts it was Jason Strange’s men who took the spoils thanks to a superb kicking performance from outside-half Evan Lloyd, with seven penalties and who also added the extras to Harry Rees-Weldon’s try.
The result for Ebbw gives them derby bragging rights and also sees them bounce back from defeat at another of their Gwent rivals Pontypool more than a fortnight ago, which ended their own run of six straight league wins.
It also takes the Steelmen to within a point of Newport – who must now dust themselves down quickly as they prepare to head to champions Llandovery on Saturday.
Newport remain second and four points back on Llandovery. Having had their seven-game winning run ended at Llandovery last weekend, Pontypool responded as they saw off Neath 24-12.
