MILLIONS are “living on empty”, with household incomes not enough to meet even essential bills, Citizens Advice warns.
The debt support charity reported a rapid rise in those having “negative budgets”, which it warned will become a “generational problem” without government action.
It admitted it is increasingly unable to help many in need as it has already cut back everything to the bare essentials.
