Batter Hamilton missed the group game opener against Berkshire at Wargrave last time out due to unavoidable family commitments. Devon lost that game by two wickets.
Dave Tall, Devon CCC's team manager, said Hamilton's return is a boost for the team, especially as one-day captain and reliable run-getter James Horler misses this match.
"Elliot is a very talented player in all three forms of the game - and one of our more experienced batsmen at this level," said Tall.
"Team's need batsmen with stickability to build scores and that's what Elliot brings to the side."
