The case was booked by Mahbubnagar Town II police station against Mr Goud and 10 election officials after a rap by the court on Friday.
A petitioner, Ch Raghavendra Raju, had drawn attention of the court that despite its order the police did not initiate criminal proceedings against Mr Goud and those conniving with him.
