Quebec may not be ignoring the federal carbon pricing law like Saskatchewan (it doesn't need to since it has its own cap-and-trade system) or threatening to pull out of the Canada Pension Plan like Alberta (Quebec already has its own pension plan), but unrest is brewing in the province and it could play a crucial role in the next federal election.
Last month, the Parti Québécois's youthful and charismatic leader, Paul St-Pierre Plamondon, promised a third referendum on Quebec sovereignty before the end of the decade.
It's a real threat. With Premier François Legault's Coalition Avenir Québec (CAQ) cratering in public opinion surveys, the Parti Québécois is poised to win a majority mandate a feat last accomplished when Quebecers next in 1998 head to the polls in 2026.
In a fiery speech to party supporters in April, St-Pierre Plamondon - or "PSPP," as he is known in the province laid out the case for Quebec sovereignty. He claimed Trudeau has encroached on provincial jurisdiction more than any other prime minister, and that he has refused to hand over immigration powers to the province in order to "destabilize Quebec," to "weaken us."
