Put similar civic services under one head, says IIM

Multiple decision-makers with overlapping responsibilities in delivering civic amenities and services, diffused accountability, poor execution, and irregular monitoring are affecting the quality of services in the city, says the Indian Institute of Management, Ahmedabad. It has suggested bringing similar services under single verticals and with an executive head, dedicated budget, plan, and execution strategy.

In its report submitted to Delhi government, IIM-A has hoped that such divisions might ensure command and control, accountability, and traceability, resulting in improved service quality.

"Administrative mechanisms should be devised for exchange of good practises and to promote synergy and a healthy competition among municipal commissioners, departmental heads, GNCTD Cabinet, LG, and the individual service coordinator," the study says.
