RISHI Sunak's mandatory National Service plans were last night dismissed as an expensive distraction, as they sank into chaos.
A leaked document did not rule out arresting those who refuse to join up and a Tory minister even criticised the idea, warning it would hit discipline in the armed forces.
Labour branded the £2.5billion plan a "gimmick" that deflects from the PM's failed policies while a union leader said the cash would be better spent on boosting training and skills for youngsters in society.
The Mirror got hold of an internal briefing paper on the policy, which will be funded by raiding levelling-up cash and a "crackdown" on tax dodgers.
Drawn up for ministers and campaign aides, it did not confirm youngsters would not be held by police if they failed to take part.
In a Q&A section, it asked: "Will you arrest people who don't comply?" The response was: "It is right that those who contribute to our system are duly rewarded, and those who refuse receive none of the benefits. The Royal Commission will explore an appropriate incentives regime."
Home Secretary James Cleverly quickly backtracked on the suggestion youngsters may be sent to prison for not complying.
