MORE than 4500 Scots died waiting for a lifeline benefit to help with winter fuel costs.
Social Security Scotland (SSS) is looking to see if the £50 Winter Heating Payment can instead be given to next of kin.
The devolved WHP is payable to hundreds of thousands of people on low-income benefits with extra heating needs in winter.
The £50 is an automatic yearly sum and replaces the DWP's Cold Weather Payment, which was dependent on low temperatures.
