SCOTLAND'S Education Secretary was today accused of being a "bystander" while schools struggle with violence in classrooms.
Jenny Gilruth told MSPs the government would work with councils and teaching unions on a new action plan to tackle disruptive behaviour and attendance issues.
Funding worth £900,000 will also be shared among 32 local authorities to train support staff in dealing with unruly pupils.
