THE Tories' flagship levelling up commitment has been exposed as "sham and a scam", Angela Rayner will say today.
In her first speech as Shadow Levelling Up Secretary, the Labour deputy leader will warn that "false promises" and "sound bites" from the Tories have left the British public feeling "levelled down".
She will tell the Trades Union Congress gathering in Liverpool that Brits are missing the lifeline of decent housing and a secure job that lifted her out of poverty as a teenage single mum.
